Rescue Parcels Not Suitable for Commercial Facilities

Rescue Facilities

A developer, HomeCA, has purchased two parcels that share access off Deer Valley Road, but are separated by one residential parcel in between them. HomeCA has received over $10M in grants to develop Substance Use Disorder (SUD) facilities on these two parcels. One facility, 3480 Deer Valley Ct, provides Bridge Housing (12-24mo) for SUD and/or Severe Mentally Ill patients that are disabled or handicapped. The facility will have up to 30 patients plus on-site and commuting support staff. The second facility, 3335 Deer Valley Ct (now 2761 Sands Rd), will provide perinatal (pregnancy) care and SUD treatment for up to 16 female patients and up to 24 children, plus on-site and commuting support staff. This complex will have 3 buildings; a 7,400 sq ft main facility, 1,500 sq ft staff housing and 500 sq ft counseling center. Child care facilities will also be available. Both of these facilities have 24×7 operations. 

Parcel Access Roads

These parcels are divided by a residential lot that is already developed, and two roads that are utilized by a number of neighbors. The parcel adjacent to Deer Valley Road is bisected by a shared road, Deer Valley Court, defined by previous easement. The roads surrounding these two parcels (Rough Ridge, Sands) are unpaved, and two sections of these roads have an asphalt surface that was paid for by existing homeowners. These roads are less than two lanes in sections and have blind corners. These roads are currently maintained by neighbor volunteers and access is granted through a community easement. These roads were never designed or approved for high traffic needs and commercial facility access.

Water and Sewer

These parcels have no county services for water or sewer. Well water will be serviced through an underground source that is shared by the neighbors and downstream flows into El Dorado Hills water intake.

The 3335 Deer Valley Court parcel has significant water runoff and drainage during wet months and is consistently flooded during rains. How will the county ensure that any development properly addresses this water management?

Fire Safety

This location is the highest tier of fire risk as the closest fire station is more than 5 miles away, there are no fire hydrants, and the area is surrounded by significant undeveloped land covered in highly flammable bush. Many of the neighbors cannot purchase fire insurance except through the California Fair Plan.

Deer Valley Road Access

Any person accessing these facilities will need to transit 1.4 miles of Deer Valley Road to get in or out. This portion of Deer Valley Road is very narrow, has blind hills and includes a one lane bridge crossing. Deer Valley Road is also frequented by bicyclists. More details on these risks are noted here.
