HomeCA – Commercial Real Estate Developer (non-profit)
The developer, HomeCA, is led by Gina Wasdyke, who also runs Encare, Inc (LinkedIn). HomeCA was established in October, 2017 and operates out of a post office box in El Dorado Hills (2201 FRANCISCO DR STE 140 # 237). Per IRS records, HomeCA has not had any income during its existence through 2022. From our research to this point, it seems like the CCE/BHCIP project is the first investment property for HomeCA. We are not aware of HomeCA, nor Gina Wasdyke, as having any previous experience funding, developing, and operating, facilities of this scale and medical requirements. Encare seems to have a number of senior care / hospice community (houses) properties around the Roseville, Rocklin area, and was established originally in the bay area. Based on Gina’s LinkedIn and “about” bio on the HomeCA webpage, there is no previous experience operating or developing Substance Use Disorder (SUD) facilities, nor any experience with Perinatal (pregnancy) medical facility development. She does have a “a keen eye for identifying undervalued properties” though…
