El Dorado County isn’t the only part of California that is concerned about the lack of State oversight on facility developments housing Substance Use Disorder (SUD) patients. We recently learned of a Bill submitted to the State Senate that would give cities and counties back some small level of control for guiding developments to ensure they meet community standards and maintain safety. Together with the Concerned Citizens of Cameron Park (CCoCP), Rescue & Shingle Springs, we sent the note below to our representatives requesting their support of this legislation.

subject: Legislation Support Request from Rescue Deer Valley / Concerned Citizens of Cameron Park
As you are aware, we are a group of concerned citizens in El Dorado County that are opposing the development of commercial SUD facilities in two rural parcels located in Rescue CA. These facilities are too large to be supported in this rural area as we have detailed in numerous prior communications and on our website, rescuedeervalley.com.
We are very concerned that the State is trying to legislate away any local control to prevent greedy developers from oversaturating community areas and endangering community safety. Sometimes developer choices will also severely degrade the patient care due to lack of proximity to emergency care and requiring transport of patients 100’s of miles away from their community and current care. Some state laws are overriding the use of county/city tools that help prevent these egregious uses, such as conditional use permits.
We were just made aware of the following bill proposed by Senator Newman – SB 1334 – that would allow local jurisdictions to apply use permits to ensure county/cities can utilize proven methodologies to ensure community safety and appropriate land use for these facility developers. We ask that you support Senator Newman, and this legislation, to provide a needed checkpoint on the rapidly growing development of larger SUD facilities in California.

As part of the conditional use permit or use permit, local jurisdictions may require that state-licensed alcoholism or drug abuse recovery or treatment facilities and recovery residences be at least 1,000 feet from another state-licensed alcoholism or drug abuse recovery or treatment facility or recovery residence.
